Dear Roger,

Bayer Becker has asked me to provide a reference regarding the Housing Development
Departments RFQ for property surveying services required for the Neighborhood
Stabilization Program. I have had the opportunity to work with Bayer Becker since I
took the office of City Engineer in 2004, and believe they would be an excellent choice
for the project. As City Engineer, we have collaborated on several projects which
include the Streetscape project along Madison Avenue and Pike Street, the new St.
Elizabeth Hospital, the floodwall recertification survey, and most recently, the Hands
Pike Park parking addition. Regardless of the size, complexity or scope of the project,
their staff of surveyors and engineers have always been extremely professional,
technically proficient, and a pleasure to work with.

With regards to scope of services outlined in your RFQ, I believe that Chris Gephart and
the survey team at Bayer Becker have the local knowledge and experience required to
complete all of the types of surveying work outlined in an efficient and effective manner.
They use state of the art GPS and robotic surveying equipment, and have multiple
offices and survey crews to draw from on larger projects. Their ability to provide
precise, accurate, timely and cost effective data, plus the sheer amount of prior work
within the city, makes them a good fit. Feel free to call me if you need more details.
Sincerely,

Thomas H. Logan, PE
